Despite rapid progress in Surat’s real estate sector, persistent obstacles in development projects continue to hinder growth.
Addressing these concerns, members of the Surat East Builders Association (SEBA) met Chief Minister Bhupendra Patel in Gandhinagar, presenting a strong case for immediate solutions to issues stalling development in areas like Varachha and boosting the real estate industry.
Delayed Outer Ring Road : Builders Express Frustration
The second phase of the Outer Ring Road (from Kadodara Road to Bhatia Tolnaka) remains stalled, moving at a snail’s pace even 20 years after its announcement. SEBA members Nikunj Gajera, Kamlesh Korat, and Hiren Patel urged the Chief Minister to expedite its completion.
The delay is severely impacting regional development and real estate projects. Nikunj Gajera stated, “The delay in the second phase of the Outer Ring Road has halted the progress of Surat’s real estate sector. Completing this project urgently is essential for the city’s economic growth and to give momentum to the real estate industry.”
Stamp Duty Dispute in Non-TP Areas
In non-Town Planning (TP) areas, regulations mandate paying premiums only on final plots. However, sub-registrars are imposing stamp duty on entire land parcels. SEBA demanded a clear circular exempting stamp duty on lands with 40% deductions under SUDA and SMC to alleviate the financial burden on builders.
SEBA spokesperson Kamlesh Korat remarked, “The unjust collection of stamp duty in non-TP areas places a heavy financial burden on builders. A clear policy and its immediate implementation are crucial to accelerate growth in the real estate sector.”
Demand to Streamline Development Permissions
Delays in development permissions due to road-related impacts under SUDA’s approved DP 2035 and Section 19 proposals have stalled many projects. SEBA proposed granting development permissions for unaffected portions of land while keeping road-affected areas unchanged, enabling projects to move forward swiftly.
Need for Reforms in Town Planning Process
SEBA raised concerns over delays in approving Town Planning (TP) schemes such as TP-47, 48, 21, 52, and 54, which are pending government approval, stunting regional development. Additionally, SEBA requested extending the period for consolidated feedback on TP schemes from six months to one year to simplify the plan approval process.
